Humanitarian crises caused by various factors such as natural disasters, pandemics, and social conflicts have significantly impacted the local economic sector, particularly the sustainability of Micro, Small, and Medium Enterprises (MSMEs). This article aims to analyze effective human resource development (HRD) strategies that assist MSMEs in mitigating the impacts of humanitarian crises and maintaining local economic sustainability. Utilizing a literature review approach, this study examines various HRD management strategies and best practices implemented in different crisis contexts. The findings reveal that adaptive HRD approaches, such as upskilling employees, strengthening internal communication, and fostering a flexible work culture, play a crucial role in enhancing MSME resilience.
